Todd Travis

President and COO

Todd joined the Foundation in November 2011.  He serves as President and COO, and is responsible for the daily operation of the Foundation’s accounting, financial, and IT functions. In this role, he actively contributes to the formulation, implementation, and administration of all the Foundation’s financial and administrative policies and procedures.

Prior to joining the Foundation, Todd was a Senior Manager with Reznick Group, P.C., a national accounting firm well-known for their depth of knowledge in the affordable housing real estate industry.  As a member of the Real Estate audit and transactional practice group at Reznick Group, Todd gained extensive experience in structuring Low Income Housing Tax Credits (“LIHTC”), Historic and New Markets tax credit transactions.    Todd was part of the team representing the New York City Housing Authority (“NYCHA”) in the landmark $900 million, 13 property, 14,500 unit scattered site rehabilitation project.  The transaction is considered the biggest mixed finance deal in the history of HUD, including approximately $210 million in LIHTC equity.  Todd’s client base included both public and private, for profit and nonprofit entities comprised of real estate developers, syndicators, REITs, private equity and hedge funds, contractors, homebuilders, government agencies and foundations.

As CFO of the Foundation, Todd is responsible for establishing and maintaining internal controls on the entity, transactional and financial reporting levels.   He manages the Foundation’s finances, including investments and securities.  Todd reviews and approves the Foundation’s and all property level operational budgets. He actively manages the Foundation’s insurance coverage and liquid assets, and participates in portfolio management.  He oversees borrowing activities and establishes and maintains relationships with lenders.  Additionally, he directs and ensures the effectiveness and appropriateness of IT systems and directs the activities of employees and ensures that all areas of responsibility support Organization policies, programs, and goals.

Todd holds a Bachelor of Science in Economics and Finance from the University of Delaware and a Master of Science in Accounting from the University of Maryland.  He is an active member of the Maryland Association of Certified Public Accountants, the Maryland Affordable Housing Coalition and the Urban Land Institute.  Todd was also a guest instructor at the University of Maryland and Georgetown University where he taught a real estate accounting course for the Masters of Real Estate Development graduate programs.
