Todd joined the Foundation in November 2011.  He serves as President and COO, and is responsible for the daily operation of the Foundation’s accounting, financial, and IT functions. In this role, he actively contributes to the formulation, implementation, and administration of all the Foundation’s financial and administrative policies and procedures.

Randall joined the Foundation as Vice President and General Counsel in 2015. His responsibilities include handling state and federal legal compliance issues, supervising multifamily acquisitions and closings as well as overseeing daily corporate and human resource issues.

Vice President

Janet S. Charlton serves as Vice President of the Foundation, committed to devising and implementing creative and practical solutions to preserve, improve and augment the nation’s stock of affordable housing.   Janet has been involved in the multifamily housing industry since 1978 specializing in public policy, asset management and finance, with emphasis in the last twenty years on the acquisition, disposition and redevelopment of affordable assisted multifamily housing properties.
