Todd joined the Foundation in November 2011 as the Chief Financial Officer, responsible for the daily operation of the Foundation’s accounting, financial, and IT functions.  In this role, he actively contributes to the formulation, implementation, and administration of all the Foundation’s financial and administrative policies and procedures.

Randy joined the Foundation as Vice President and General Counsel in 2015. His responsibilities include handling state and federal legal compliance issues, supervising multifamily acquisitions and closings as well as overseeing daily corporate and human resource issues.

Janet S. Charlton

Executive Vice President

Janet S. Charlton serves as Executive Vice President of the Foundation and has been a strong advocate, committed to devising and implementing creative and practical solutions to preserve, improve and augment the nation’s stock of affordable housing.   Janet has been involved in the multifamily housing industry since 1978 specializing in public policy, asset management and finance, with emphasis in the last twenty years on the acquisition, disposition and redevelopment of affordable assisted multifamily housing properties.
